I'm running a retail version of XP on VPC 6.1 running on Tiger (This is an
XP install that did not come with VPC). Nearly everytime I start the virtual
machine XP tells me significant changes since the last usage, and I must
reactivate. Anyone know how to get XP to recognize there have been no
changes?

Does that version of VPC have an option in the settings for the network
adapter to have a static or dynamic NIC address? If so, set it to static.

Have you reactivated it successfully at least once?
